The Planning Commission is comprised of nine (9) members, appointed by the City Council. The Planning Commission is responsible for overview of the physical development of the city including administration of the zoning and subdivision ordinances. Recent additions to development standards include the adoption of a landscape buffer ordinance for commercial development and the permitting of residential occupancy in our central business district.
In addition, the zoning ordinance underwent a comprehensive review in 1996, resulting in more flexibility, by way of an expanded specific use permit process. Design revisions recently added to the zoning ordinance include dumpster screening. In addition, the Planning Commission, function as the Capital Recovery Advisory Committee, is currently reviewing the City's capital recovery fees and policies.
The Zoning Board of Adjustment is comprised of (7) members appointed by the City Council. The Board of Adjustment reviews and takes action on applications for zoning variances, special exceptions and appeals from administrative decisions involving the zoning ordinance. The Board of Adjustment meets on the second Thursday of each month.
Two complete sets of building plans and a completed building application, including utility applications, are required for a building permit review. Typically, residential application can be processed within (5) days from the date of receipt of all required information. The following departments review building permit applications:

The City of Seguin has adopted the 2003 International Codes and the 2005 National Electric Code. The Zoning Ordinance contains requirements for parking, drainage, landscape buffering and other land use regulations. Please contact the Planning Department for information concerning the Zoning Ordinance.
Code compliance is one of the department's major activities. This includes enforcement of the City's weedy lot and junk vehicle ordinances, investigating illegal trash dumping, insect and rodent control, sewer violations, and other situations which may pose a threat to public health. This department employs an Environmental Health Supervisor and a Code Enforcement Officer to administer the city's code enforcement activities. The Building & Standards Commission is comprised of (5) regular members and (4) alternates appointed by the City Council. The Commission is charged with enforcement of the city's dilapidated structures ordinance. Meeting the second Monday of each month, the Commission hears testimony from property owners who have been notified of unsafe and dilapidated structures, and takes appropriate action to abate these dangerous situations. This may include granting the property owner time to make necessary repairs or demolition, if necessary. After an absence of over (10) years, Seguin has re-entered the Texas Main Street Program as a Graduate City. The Program emphasizes downtown economic revitalization through preservation and rehabilitation of historic buildings, in order to provide a positive image for the downtown area and serves as a unifying factor to encourage area merchants and building owners to reinvest in downtown. Certain financial incentives are available for businesses including a municipal tax rebate program for improvements, and other financial aid programs.
Under the direction of Main Street Coordinator Mary Jo Filip, the program also sponsors special events including concerts in the park, Christmas Stroll, and the 4th Of July Parade, the mother of all small town 4th of July parades !
