Sec. 14-3.     Cruelty
(a)    No owner of an animal shall fail to provide such  owner's animal with sufficient good and wholesome food and water, necessary shelter and protection from the weather, veterinary care when needed to prevent suffering and humane care and treatment.

(b)    No person shall beat, cruelly treat, torment, overload, seriously overwork or otherwise abuse an animal or cause, instigate or permit an animal to fight with another animal or human being.

(c)    No owner shall abandon or neglect an animal.

(d)    No person shall crop a dog's ears or dock a tail or remove dewclaws, except when such is done by a licensed veterinarian.

(e)    Enclosures used to confine animals shall be maintained in a clean and sanitary condition at all times.

(f)    No person shall tie, hitch or stake out any animal or permit such animal to be tied, hitched or staked out so that it can go upon or stretch any rope, chain or strap or other things to which it is tied, hitched; or staked out onto any sidewalk or street.

Sec. 14-4.     Noise
It shall be unlawful for any person to permit any animal, fowl or bird owned or kept by him or under his control or custody to emit frequent or long-continued noised which disturbs the comfort and repose of any person or normal nervous sensibilities and ordinary tastes, habits and modes of living in the neighborhood thereof.

Sec. 14-54.     Maximum Number
No person shall harbor or keep more than four dogs and four cats over the age of four months at any one residence or location, except in an animal shelter, animal hospital, clinic or kennel.

Sec. 14-55.     Running at Large
All dogs shall be kept under restraint or confined to the realty or premises of the owner of such dog by a substantial fence of sufficient strength and height to prevent such dog or other animal from escaping therefrom or inside a house on such premises or secured on such premises by a leash consisting of a material of sufficient strength to prevent the dog from escaping from such premises.  This shall not apply to police K-9 units while in the discharge of official duties.

Sec. 14-71.     Required
No owner shall have a dog or cat over four months of age within the corporate limits of the city for which dog or cat there is no valid license and tag issued by the city.

Sec. 14-75.     Collar and Tags--Required
The owner of a dog or cat shall provide and place on such dog or cat a collar or harness to which the license tag and vaccination tag required by this article shall be affixed, and the owner shall see that the collar and tags are at all times worn by the dog or cat outside the owner's residence.

Sec. 14-121.     Annual Vaccination
It shall be unlawful for the owner of any dog or cat more than three months of age to keep such dog or cat within the corporate limits of the city without first having such dog or cat vaccinated against rabies annually.  Upon such vaccination, the owner shall be issued a certificate and a metal vaccine tag by the veterinarian showing vaccination and the date thereof.

Sec. 14-186.     Required; Application; Fee
(a)    No person shall keep or maintain any livestock or fowl within the city or bring into the city any livestock or fowl for the purpose of maintaining the livestock or fowl in the city without first having applied for and obtained a permit from the Animal Control Supervisor or designated representative.
